Il sy trouve colle un texte reproduit sur lune des cartes privee de correspondance du Marechal Petain comportant en haut a gauche une francisque gaufree en couleur. Il mentionne Crayon ayant appartenu au Marechal de France Philippe Petain, chef de Letat Francais. Je soussigne, Sergent-Chef Heise, attache au Service du Marechal, certifie avoir donne a Monsieur le Prefet Robert Milliat, ce crayon dont le Marechal sest servi au cours de ses voyages a travers la France. Robert Milliat, entre dans le corps prefectoral en 1929, est nomme prefet delegue de Maine-et-Loire en juillet 1942, puis de la Nievre en septembre 1942 jusqua septembre 1943.  Il voue un veritable culte a Napoleon, auquel il consacre plusieurs articles. Sa collection sur le premier Empire etait tres importante et comportait de tres nombreux souvenirs historiques. The text states Pencil once belonged to Marshal of France Philippe Petain, Chief of the French State. I, the undersigned, Staff Sergeant Heise, assigned to the Marshal’s Service, certify that this pencil was given to Mr. Prefect Robert Milliat, and was used by the Marshal during his travels across war-torn France. Robert Milliat, who joined the prefectural corps in 1929, was appointed Deputy Prefect of Maine-et-Loire in July 1942, then of Nievre in September 1942 until September 1943. He was known for his admiration for Napoleon, about whom he published numerous articles. His First Empire collection was considered significant, containing many historical items. Prefect Milliat publicly praised the Germans for returning the ashes of the King of Rome to France.
