He is a great sovereign of a small country as big as my hand who is addressing the Minister of War, having not yet appointed to this position, because my army, in times of peace, consists of only three men. Here is a small memorandum which I have the honour of presenting to you. I still have to present to you what you have known for twenty five years; that I have been attached to the honour of the French armies, before he was their leader"... Memorandum: "The King having resolved to make a causeway with the country of Liege, the good of his service being dearer to me than my own interests", the Prince points out that "Mr de Sainte-Croix and the French and Liegeois Commissioners are already informed by the plan which I had made, that one will save two mountains, two bridges and two leagues of land, by passing by my small state of Fagnolles, where I commit myself not to put any barrier, tax, obstacle, nor obstacle to the Trade".
