The purpose of the conference was to discuss the plan to create the State Duma, proposed on behalf of the Council of Ministers by Interior Minister A.G. Bulygin. In addition to Nicholas II, the participants included five Grand Dukes, members of the Council of State, members of the Council of Ministers and Professor V.O. Klyuchevsky (as an academic expert). These protocols were not intended for publication, but they were circulated in Berlin the same year (1905) by the leader of the Constitutional Democratic Party, P.N. Milioukov. These secret protocols remain a primary source on the discussions relating to the 'Bulygin Duma' and are of considerable historical importance.
