As he was unable to visit him, he wishes him all the best for the New Year. "In addition to General Brissaud-Desmaillet's somewhat biased brochure, which I am returning to you, I enclose an article written in the Revue de l'Armée de l'Air (the official magazine of the Ministry of the Air Force) by an army officer (Major Albord). This article is indeed full of ideas which, despite the modest title, all relate to this vast modernisation and concentration of the various military instruments, which many of your friends dream of being your work in a great Ministry of National Defence. If need be, Major Albord (currently on General Héring's staff) is one of the officers I would recommend you attach to personally. As a corollary to the new organisation of all our forces and the impetus to be given to them in the field of intelligence, the work of a great Minister of National Defence would consist in linking the armament effort and, eventually, the warlike action of France with the effort and action of other States, such as England. I am convinced that at the present time, when the policy of States is already no more than a preparatory policy for war, the real means of creating effective solidarity between friends is to bring them to the interdependence of their means of fighting. In other words, it is necessary to undertake, not only as has been done up to now from staff to staff, but from government to government, an 'agreement of democracies' on the subject of their armaments".
