"The group points out that the question of national defence cannot be resolved by being concerned solely with the length of military service; that other measures, tending towards a modern organisation of the army, in particular the calling in of specialists, aviation, enlistments and re-enlistments... are necessary...; etc.".
On the other hand, I am informed that Mr Le Cour Grandmaison is focusing his attention on the need - considered from a technical point of view - to create the Specialised Manoeuvre Corps (motorised and professional), and that Colonel Fabry is also going to make extensive reference to this.
In short, apart from the point of view of the parliamentary struggle, it is increasingly certain that a military policy is being sought, and is instinctively moving towards the formula that I have had the honour of explaining to you.
It seems to me, Minister, that framed as much on the left as on the right, there is, for a statesman of your authority and of your future, a magnificent opportunity to intervene and, without dwelling on technical details, to identify for the country this new military policy (the technical formula for which is, moreover, ready-made). The general considerations of internal order, external order, budgetary order, imperial order, etc., which you are particularly qualified to invoke, obviously contribute to this.
