"I am sending you herewith a note containing some figures and explanations which may help you to determine the technical substance of the text of the proposal. In addition, Article V and Article VI of this text could be rectified as I suggest on the attached copy. It seems to me that, in this form, the proposal would have the triple advantage of triggering the desired reform in the organisation of the Army, of legally preserving the number of soldiers deemed necessary by the Minister of War, and of legally involving the two years for the lower ranks in such a way that the Left could be satisfied with it".
