About public order and the role of the army in maintaining order.
"The economic, political and moral crisis is gradually bringing the question of public order to the fore. Tomorrow, in the tumult that is building up (Common Front or Leagues), how can we prevent anarchy, perhaps civil war, without an adequate public force?
And what is that force today? The Garde Mobile (Mobile Guard): 15,000 fathers, scattered all over the country. - What would it be worth if disorder broke out in Paris, Lyon, Marseille, Lille, Limoges and the countryside?
From time immemorial, under all regimes, the Army has had, in serious circumstances, the role and duty of helping to maintain order. How can we ask it to do so when its units are all made up of voters (7 February!...) or indigenous people?
The creation of the Specialised Corps was not only necessary in view of the external conditions of the time, but also in view of the forthcoming needs of internal order.
