GAULLE Charles de L.A.S., Paris, 29 March 1935, to Paul Reynaud ; 4 pages in-8 on the printed letterhead of the Presidency of the Conseil Supérieur de la Défense Nationale. Charles de Gaulle gives Paul Reynaud some advice on defending his bill. "I'd like to come back to the objection that will inevitably be made to your proposed law: "In short, you'll be told, it could be done by internal planning within the army. Do we need a law? The answer will certainly seem easy to you: 1. Let's not expect the military - or any other body - to transform itself. Technicians are too busy with their day-to-day duties, and also - inevitably - too divided by their theories, their activities - and even, alas, their rivalries - to undertake and carry through a reform of this scale without the support and encouragement of the public authorities. 2. Above all, we must realise that the creation of a specialised corps will give our army a very different character and physiognomy. At this point, "planning" becomes primarily a matter of military policy. It would be unacceptable if, for such a profound transformation of the nation's military instrument, the public authorities did not take the initiative and at the same time assume their responsibilities". Anxious to find more allies to defend the modernisation of the French army, de Gaulle also sent "the list of military personalities who seem to me to have been designated to receive your fine speech of the other day".
