Considerations on Paul Reynaud's general military policy in France. "Since you adopted the general and military policy that we know, three immense facts have come to confirm the extent to which you were right: 1. The military powerlessness shown by France on 7th March, for lack of having created the Specialised Corps and therefore being able to respond immediately, i.e. without or before mobilisation, to occupation by occupation on the left bank of the Rhine. 2. The effect produced in Europe on our friends and on those who hesitated by this, alas, glaring failure. In particular, I can tell you confidentially that the joint political and military committee, which is currently studying in Belgium the attitude to take in the event of an invasion (defence of the border or withdrawal to Antwerp) and, consequently, the military organisation to adopt, is now resolutely opposed to the strategy of Mr Devèze and the Franco-Belgian agreement of 1920 (to fight at Liège while waiting for the French). 3. The truly sensational creation by the Germans of the famous Panzerdivisionen which you were the first to call for publicly, and to which, no matter what anyone says, and no matter how much anyone pretends, we have nothing equivalent to oppose them. It obviously seems impossible to me that a statesman, who has had the foresight and the courage to join in the great idea of this military reform, should refrain in the debate - which has already gone down in history - on the 28th, from marking these points for the Past and for the Present, and from showing, for the Future, that he is persevering in the service he has rendered to the country".
