After teaching mathematics, physical education and crafts, he studied from 1965 with Heinz Leinfellner, a student of Anton Hanak and Josef Müllner, and an employee of Fritz Wotruba, at the University of Applied Arts in Vienna and received a diploma in ceramic sculpture in 1969. From 1970 he dedicated himself to stone sculpture and from 1973 worked as a freelance artist. Muhr became known as a "water sculptor" and created numerous fountains in Vienna, including the Vienna Drinking Fountain (Muhr Fountain), which was also installed internationally. Other works in Vienna include the Water Waves of Life Fountain, the Gold River Fountain, the Vegetative Sculpture, the Tree of Life and the Vienna Water Waves. His "European Route Monument" (1987) was removed in 2021 because, according to the report, it was "not a work of art". He designed gravestones for prominent personalities such as Helmut Zilk and Udo Jürgens. Congenial partners for his ideas were the herbal priest Hermann Weidinger and Willi Dungl.
