It was signed collectively by a committee composed of Marx, Engels, Dupont, Frankel, Le Moussu and Serraillier, but was in fact the work of Marx, Engels and Lafargue. The aim was to report on and justify the break with the Bakuninists that took place at the congress. It was also at this same congress that the decision was taken to move the headquarters of the General Council from London to New York in order to thwart the desire of both the Blanquists and the anti-authoritarians to gradually secure control over it.
