Dezember 1980 Jules Achille Noël zählt zu den bedeutendsten "peintres marines" des 19. Jahrhunderts. Immer wieder erfasst er auf seinen lichterfüllten Gemälden die Küstenstädte, die Häfen, die Schiffe, das Meer und die Fischerleute am Ärmelkanal. Vielfach wurden seine farbintensiven Bilder mit den Werken von Eugène Boudin und Johan Jongkind verglichen, wenngleich er deren Entwicklung hin zum Impressionismus nicht in gleicher Weise bis zu Ende mitging. Zu seinen Meisterleistungen zählen einige wenige großformatige Panoramaansichten, wie "Vue panoramique de la ville de Dieppe". Auf diesem Hauptwerk gelingt Noël nicht nur eine topographisch hervorragende Wiedergabe der Stadt Dieppe des Jahres 1867. Vielmehr zeichnet sich dieses Großformat durch seine meisterliche Erfassung der Atmosphäre eines stürmischen Tages am Ärmelkanal aus. Eine sehr ähnliche Panoramaansicht mit zahlreicher Personenstaffage im Vordergrund, vom gleichen, hochgelegenen Blickwinkel der Felsenküste aus gesehen, befindet sich im Musée de Dieppe. Jules Achille Noël is among the most significant "peintres marines" of the 19th century. Time and again he captures the coastel cities, the harbours, the ships, the sea and the fishermen along the English Channel in his light-filled paintings. His vividly coloured pictures were often compared to the works of Eugène Boudin and Johan Jongkind, although he didn't share their development to impressionism in the same way to the end. Among his masterly performancees are a few large-scale panoramic views like "Vue panoramique de la ville de Dieppe". In this chief work Noël does not only manage a topographicly outstanding depiction of the city of Dieppe in the year 1867. In fact this large size distinguishes itself through the masterly caption of the atmosphere of a stormy day on the English Channel. A very similar panoramic view with numerous staffages in the foreground, seen from the same high-lying point of view of the rocky shore, can be found in the Musée de Dieppe.
