He studied at the Vienna Academy of Fine Arts. His work was exhibited in Vienna, Munich and Berlin before he emigrated to South Africa in 1939. In Pretoria he worked as a freelance painter and art teacher. One of his students was Alice Goldin, who also emigrated from Vienna to Pretoria. Otto Klar was described as "a painter of energy and power". Klar achieved great recognition in the art world of South Africa. He was particularly praised for his landscapes, sea views and opulent floral still lifes. In the fifties and sixties, Klar also created several works in the style of abstract expressionism. In 1962, the Austrian Federal President Adolf Schärf awarded him the title of professor.
