As for the publication mentioned by his correspondent, he considers it utterly alien to his ministry. Count Nikolai Petrovich Rumyantsev (1754-1826) was a prominent statesman of the Russian Empire, head of Russian diplomacy during the Napoleonic Wars, a major patron of the arts, founder of the Rumyantsev Museum. He resided in Paris for four months, from November 1808 to February 1809.
