He first settled in Germany, where he obtained a degree in criminal law, before moving to France after the Second World War. Liger's hobby was art. In his youth, he painted himself and was known to many notable Latvian artists. In his home in France, he created a large collection of paintings by Latvian artists. Ligers also owned a vast and valuable library.
