He may have been Baron Philippe de Bourgoing, born on 22 October 1827 in Nevers and died on 20 April 1882 in Paris. Appointed director of the Lamballe stallion depot in 1852, then director of the Charleville stud farm. In 1854, he became equerry to Napoleon III, then first inspector general of stud farms.
